
I am a practitioner-academic specializing in governance, public policy, and applied social sciences, currently serving as the Dean of the College of Liberal Arts at De La Salle University in Manila, Philippines. My involvement in national and international networks and expertise in research design and data analytics has enabled me to guide high-impact public policy, capacity-building, and technical assistance projects across the Philippines, ASEAN, and South Korea, addressing issues such as performance management, electoral challenges, migration, participatory governance, and corruption. I’ve had the privilege of collaborating with the United Nations Development Programme (UNDP), World Bank, Australia Awards, and United States Agency for International Development (USAID), where my advanced skills in handling qualitative, quantitative, and mixed-data and various methodologies have helped shape evidence-based policy solutions and contributed to the body of knowledge. I am interested in projects tackling governance, public policy, and development issues by applying rigorous methods to generate both knowledge and actionable insights for real-world impact. As Dean, I lead a team of ~400 experts from the ten academic departments and four research centers of our college with various specializations in the social sciences, arts, and humanities.
Research

My research spans diverse topics within governance, public administration, and development studies. As a methodologist, I specialize in research design and developing data collection and analysis strategies for various applications and interdisciplinary settings. I am proficient in handling quantitative, qualitative, and mixed data and in modeling, observational, quasi-experimental, and experimental research. In recognition of my contributions to public policy and being one of the most published scholars in governance and public administration, the National Research Council of the Philippines (NRCP) bestowed me with the Achievement Award, its highest distinction, in 2023. I served as the Editor-in-Chief of the Asia Pacific Social Science Review, a Q1, Scopus-indexed journal, and on the Editorial Boards of the Journal of Social Equity in Public Administration and the Journal of Public Affairs Education. Projects

I am involved in various projects supported by the United States Agency for International Development (USAID), the World Bank, the United Nations Development Programme (UNDP), Australia Awards, Plan International, the World Health Organization (WHO), various national government agencies, government-owned and controlled corporations, and local governments in the Philippines, ASEAN, and South Korea. My involvement in capacity-building, public policy, research, monitoring and evaluation, impact assessment, and technical assistance projects span administrative and technical roles such as Technical Lead, Senior Specialist, Component Leader, and Project Director. My portfolio includes local participatory governance, electoral reforms, labor migration, customer satisfaction, data analytics, digital transformation, open government, and the Sustainable Development Goals. Before becoming Dean of the College of Liberal Arts at De La Salle University, I was the Director of the La Salle Institute of Governance, Chair of the Sustainable Solutions Development Network – Philippines (SDSN-PH), Academe Representative at the Open Government Partnerships – Philippines (PH-OGP), Secretary of the Galing Pook Foundation, Inc., President of the Local Government Training and Research Institutions Philipines Network (LoGoTri-PhilNet), Secretary of the Philippine Political Science Association (PPSA), a Commissioner of the Korean Association for Public Administration (KAPA), and a Director of the Korean Association for Policy Studies (KAPS).
